plugin_categories.tpl
I really really need to change it. but no matter what i do, i don't see any effect.

You must enable Smarty Templating within the Category plugin. By default, the Smarty templating is not in effect, because it has a much slower performance.

I achieved this through the standard configuration options.
In your administration window, go to "Configure Plugins", then choose the "Categories" sidebar plugin. Set "XML Button" to "none" (no quotes, please) and turn off "Allow visitors to display multiple categories at once?", since this is the only reason the checkboxes are presented.

You're not an idiot. I've reimplemented existing plugins.
In all reality, it's kinda counter-intuitive to have the configuration for a built-in capability under "Configure Plugins". But I don't have any better alternatives, and it's an extremely minor obstruction to the learning curve.
Somebody ought to write a manual. If only I were unemployed...
